Probleemülesanne nt miks või millised Säästva Arengu Eesmärke peaksid Tallinna Sadam ja Tallinna linn lisaks olemasolevatele prioritiseerima (nt SAE 5), missuguseid mõõdikuid kasutab Tallinna Sadam SAE-de täitmise jälgimisel, kuidas teostab samasugust hindamist Tallinna linn (kui üldse), millistes valdkondades teevad linn ja sadam edukat koostööd, millistes valdkondades võiks koostööd parandada, jne
