This course explores the public sector's evolving role in driving innovation, transformative change, and sustainability. By examining both historical and contemporary trends, it provides context for how these supportive and promotive functions have moved to the forefront of governance. The curriculum engages with critical debates regarding state intervention, specifically analyzing the legitimacy of government action, its limits, and the institutional capabilities required for success. Ultimately, the course addresses the complex theoretical and practical challenges inherent in this work, spanning the system, organizational, and individual levels.
